Concept: Locale and Language

Locale

When you create a workbook, Worksheets assigns your locale and local time zone to it.
You can change the locale of a workbook in the
File
Settings
menu. Worksheets supports only the locales listed in the drop-down menu. The data in the workbook shows the appropriate numbering format based on the locale, such as periods for thousands separators instead of commas. The workbook locale displays on the workbook to the right of the menu bar if the workbook locale doesn't match the user's profile locale.

Language

Worksheets menu items, panels, and dialogs display in the user's selected language if that language is available.
Text in the body of the workbook, such as the tooltip text that displays next to error values (such as #VALUE) or the name of the month in formatted date values, displays in the language of the workbook locale.
